In the grand scheme of things, RNG in your GR and your gameplay is still going to be the bigger determining factor, but the more sub-optimal rolls you have, the harder you have to fish, and if you have too many and your paragon level is too low, you can simply run out of time to brute force your way to the top. Add to the equation things like the CHC/CHD/CDR compass rose which is statistically one of the handful of hardest item to roll correctly, you can see why it's basically impossible for anyone to get "perfect" gear within the span of one season, let alone 2 weeks. (I vaguely remember it being patched.) This makes the possible rolls MUCH harder to obtain, since you NEED it to drop with right rolls on ALL three primary stats, AND a non-garbage secondary roll, on top of being ancient. Take Firebird's shoulder for example, which always rolled with +RCR in s7 at least. Keep in mind that this is for UE, which unlike certain other builds, has no guaranteed bad stats. The optimal stats for F+R are going to be CHC/CHD/average damage for higher plvl, the difference being greater the higher your paragon/dex is, AND your secondary res is wrong everywhere (you want physical since 80+% of mobs do physical, with fire being a distant second).
